If the cost of having a "smart" bot outweighed the cost of creating it.

However, we're talking about a program that could formulate whole sentences and calculate reason in such a way that it forms an entire conversation, drawing you in with his witty remarks then opens his metaphorical suitcase url full of counterfit watches.

Don't underestimate cognitive linguistics.

Anyway, you've just invented the concept, so it will most likely come to truition some day.
