For what it's worth, a program called Paint.NET available from Download.com can do it. Check it out:

I use it for minor editing of photos for eBay, but it has a bit of power too. Sort of a light, free version of Photoshop.

Oh, and you will need the latest .net framework from Microsoft first.

What do you mean by 'Clean'? Paint.NET doesn't install spyware or anything, it's just a freeware photo editing utility. As for .net Framework is, I'd say that should be installed anyway, as it is going to be more and more necessary for future programs.

As few programs as possible

Mainly because this laptop doesn't have a lot of harddisc space.. ^_^ I'll just wait 'till I get my own desktop comp...
